However it's said, it means the same. The question is what your user is expecting? Localization Dynamic Content helps you distinct the language on the fly.

Locale

{{dc:localization:locale}}

This is the sites locale. If you are using a plugin like WPML you might have multiple languages. When your site is on a different language say your Spanish subdomain on your english site. You will see the Spanish locale for this Dynamic Content.

There is also a Condition for this called Locale.

User Locale

{{dc:localization:user_locale}}

This is the users locale. This can be set by the User in the WordPress admin user edit page.
