Is the basic account @ €39 works with Cornerstone (Pro)?

Just my 2 cents, cause I’m currently messing around with WPML and Cornerstone. But you should better wait for an official answer.

I think you need the feature Page Builders support which is only part of WPML Multilingual CMS for 99 EUR.

WPML does NOT work with Cornerstone component parameters as I reported here: WPML + Parameter not working
So if you want to use parameters and components, I cannot recommend. Otherwise everything seems to work.

BTW, is the button elements considered component?

No, all elements from the Themeco elements library are … well, elements.
And components are customized or combined elements you set up via the Components Editor and add parameters to them, to make them editable.
