I read this article about updating from x to pro and followed your advice but can’t solve the problem.

I installed a new license of pro and also the child theme (this one is active) and removed the cornerstone plug-in.
I also cleared cashes and saved.
I can not create a header or footer in cornerstone.

It usually comes automatically once the Pro is activated, and you can find it inside the Cornerstone builder.
If that is not coming, there might be some different reasons behind your issue. I want to suggest troubleshooting the following common issue to help us recognize the reason.
1.Theme Related Issue

3.Theme Update related issue
4.Child Theme Related issue **if you have activated it.
5.CSS/JS Customization
6.Disabling Cache
