Updating a Template And Having it Apply Across Multiple Pages

Does anybody know of a way to create X Pro templates that can be updated wherever they are being used when the template is edited?

Use Case: Setting up a franchise Wordpress site where main site will be the brand home and have most of the content. There will be almost 200 sets of 2-3 local site pages located under /location/. E.g https://brand.com/location/tx/dallas/.

Recognizing risks of duplicate content, I’d like to be able to make changes needed to all the local pages at once since they will be the same except for localized text.

So for example if I created a row template containing a banner and some text and applied it to all local sites, how could I change the banner and text in one place and have it update all sites, sort of like CSS but for templates?
