Is it possible to create two bars inside a single bar? One for the top bar and one for the menu bar?

If yes, then can you please guide me on how to create one.

I’m sharing with you a sample image of what I want to create.

Yes, it is possible to create a top bar and menu bar separately in a single bar. You just need to create 2 bars, the first bar is for your header banner text and the second bar is for your menus.
