Before I suggest a solution, please note that Polylang is not a supported plugin. With that said, this issue should be addressed by Polylang authors.
During major updates of Cornerstone, the underlying relationship IDs that link translations can occasionally get corrupted, causing the builder to view both translations as the same layout. We recommend the following steps to refresh this connection:

Open the English translation post in the WordPress editor.

In the Languages sidebar, find the “This is a translation of” dropdown and change it to --None-- (disconnecting it from the Chinese post).

Save/Update the post.

Open the English post in Cornerstone, make a very minor edit, and save.

Exit back to the WordPress dashboard.

Re-link the English post to the Chinese post by going back to the Languages box, selecting the Chinese post under “This is a translation of”, and saving.
