I used to be able to assign row layout by screen size. There were toggles on the left edge for mobile, tablet, and pc layouts and I could choose single column for mobile and double-column for desktops. This was a very useful feature, but now it is gone with the latest version. Is there any way in the new theme to accomplish this?

Thanks for writing in! It is not gone, it is still there and part of the responsive styling feature of the elements. You can simply click the “Template” to manage the breakpoints:
