Thanks for writing in!
Go to Cornerstone > Headers and create a custom header. You can use a Headline element and a Text element for the subheadline. The margin and padding can be adjusted in your Section element settings.
Once you are done, you can assign the header to your Blog index. If you are not familiar with the Conditions and Assignment yet, please check this out:

My bad, I should have described my question more specifically.
What I meant to ask was how to build/create a header that looks like the Blog page header, which has a line on the title text, and the line becomes two parts next to the left and right of the title text accordingly, just like the screenshot I attached above. And, how to adjust the size and position of each part of the line.
Also, how to adjust the position of the header from the top of the screen and from the bottom of the content by using margin and padding, or some CSS?

Since you like to display the lines for the Blog Headline, you can make use of the Classic Custom Headline element and a Text element,
You can download and check out this sample template:
To adjust the position of the header from the top of the screen and from the bottom of the content, you can use the margin and padding of the Section.

Having tried it out, I noticed that the sample template works in “Section”. I’ll try to figure out how it works in “Bar” for headers.
