Thanks for writing in! If you are trying to display a featured image, page title and page description, then a custom layout using the Layout Builder is more appropriate. If this kind of layout needs to inserted in a select few pages, then using the Components would be best. Please check out this documentation first for more detailed explanation about how Components work.
With the help of the Dynamic Content, you can display the featured image, post title and excerpt within the Component. Of course, you also need to use Loopers to define what post items you to display when you insert the Component on the page.

No, I want to have that entire row as a global element (now component) but the ability to change the text, image, button, using parameters. How can I do that?

I have checked the image you shared in your first post, but it is not clear what exactly you want. If you want to use that Section/Row to use as Component, you need to save that and Export as Component so it can be reused wherever you want. If that is the case, please go through the following documentation.

Nevermind, what I was doing was correct, the problem was that the row as a component is not visible the regular way, I have to press CMD + Click on the add section button to see this row component.
Please, add that to the documentation or find a better way to add those top level components
