Does the X theme have the ability to add a bottom menu for mobile like this? If so, how do I set it up?

In X theme, you can make use of the Footer Widget Areas which you can enable it in X > Theme Options > Footer. You can select how many columns you want. once the columns were set, you go to Appearance > Widgets and insert the widgets for each Footer widget areas such as “Footer 1”, “Footer 2”, “Footer 3” and “Footer 4”. Usually, you can insert a text widget, html widget or the Navigation Menu widget.

No, unfortunately, you will need to consider converting to Pro theme to be able to create such a menu on mobile using the Footer builder.
I would have a separate Bar only for the mobile view in the Footer Builder and use the Icon or Button elements to create those icons with links to the respective pages.

You need to install PRO, you can follow the following guide:
You can download PRO installer from the dashboard.
Important: Before you activate PRO, please navigate to your plugins list first and deactivate the Cornerstone.
Then activate your PRO under Appearance > Themes
Now you can use the Header and Footer Builder. You need to create your Header to achieve the bottom-menu-for-mobile, you need a Bottom bar.
Then hide that bottom bar to all screen sizes, except on the extra small screen.

If I deactivate cornerstone won’t my website stop functioning? I was told if I deactivate cornerstone, any webpage designed in it will no longer work…which is my entire website. Is this true? I can’t afford the time or money to rebuild a whole new website in cornerstone.
This is really confusing now. So do you not use cornerstone in PRO? I was actually told that the webpages you designed, won’t only stop working (obviously if deactivated), but will be cleared. So I guess I need a lot of clarity around what I should be doing with cornerstone and pro so I don’t mess up my website.

Cornerstone already comes native with Pro so you do not have to have the separate plugin installed and active on your site as it will cause an error.
In Pro, Cornerstone is appears as the Pro page builder. They function the same way. Whatever pages you have created using Cornerstone when you had X active on your site will all be perfectly editable using the Pro page builder.

Once installed, you may notice that when you activate the Pro theme, it automatically deactivates the Cornerstone plugin. This is because Pro includes an in-built family of builders, including the Content Builder, which is a baked in version of Cornerstone. Therefore, if you are using Pro, you will no longer need to use Cornerstone as a separate plugin, and you can delete it.
