It’s actually always done this if you’re editing a Page (or any Content). Instead of the main dashboard URL, it takes you to the current post in case you need to change meta settings from a plugin or things otherwise unavailable in the builder.
Got it, In my case, once page has the right page attributes setup, I rarely would need to go and edit the page from within WP, so I am always clicking on this button thinking I’ll take me to a dashboard, because there isn’t any other way?

The biggest difference recently is that WordPress hides the rest of the admin area by default when you’re editing. Try turning off their full screen option:
That will make it feel like you’ve gone back into the dashboard because you’ll immediately be able to see all your navigation items like before
