Thank you for the credentials, I did investigate the issue and yes the issue is not coming from the Bar’s height, but on the negative margins you’ve applied on the sections.
Take a look on this test page, this is a duplicate of your homepage but without the negative margins on the sections, as you can see there is no double scrollbar on that page.
Please do not apply negative margins for aligning elements, that will cause you trouble like this, use the Row’s settings instead, like Inner Container, Width and Max-Width,
