Where is the new Row Layout Template Documentation?

Recently the way columns are set for various breakpoints on a row changed dramatically (see attached before and after photos). However the documentation does not appear to have been updated as it still details how to use the previous tool. I’ve seen the tool referenced in the support forum, but no actual instructions or documentation that I can find.

Where is the documentation for using the new tool?

Is it possible to switch back to the old tool? It was extremely intuitive. This new one, by comparison, is a mess.

I should preemptively mention that the release notes are not a substitution for actual support documentation.
