Old-style buttons had a title link attribute. New buttons don’t.
This post mentions adding back the link title attribute was going to be put on the dev list, but that was two years ago.
What’s the current status?

At some point we made the call to not to directly include the title attribute on buttons, but you can always add one yourself on any element. Under Customize there’s a custom attributes control that will let you add titles where you need them.
