When attempting to install header template it shows installed but does not show up when I try to create new header only item showing is blank. When I go back to the design cloud the template shows it was not installed and has to be installed again its like it is stuck in a loop. I do not have any caching plugins and have tried this in 3 seperate browsers. All with same result I have added a scure not if you need to login to replicate issue

It looks like you’re using an older beta version of Pro. I updated your site to the latest development build. Give that a try!
