Rich Text Editor P tag

Hi there,
i dont know if this is a bug or a feature, but when i use the Rich Text Editor the editor adds a P tag around the text or headline.
see here when viewing the html editor:

is this by default? can we disable that behaviour? If this is a feature, can we have a gloibal switch to turn that on or off?
