I seem to have scrolling animation issues where any animations, whether it be fade-in, bounce, etc. just makes the animation blink. I went into WordPress’ troubleshooting mode and it seems to do the same thing. However, on mobile the animations work fine.
I attempted to install a new copy of Pro 6.9.7 on my staging environment and the issue persists.

I got this resolved! It looks like if I turn off Animation effects on Windows, it affects the animations off the browser as well.
