None of the navigation options work. I’ve tried going from different builders to the GB builder and no scenario works. I’ve also tried exiting out to the admin dashboard and opening it directly. That doesn’t work either. It always displays the Uh oh message instead of the list of blocks.
When I reinstalled RC3, it works.

I can confirm this.
On sites with existing Global Blocks I get the “Uh Oh” message and if I try add a global block the + changes to a x and nothing happens.
On sites that have never had a Global Block before I am able to create a new one and save it but if I leave the Global Blocks and come back then I am back to the"Uh Oh" message.
In the console is says : ReferenceError: entry is not defined
+1 for the Global Blocks issue on RC5
