In RC4, I moved the elements strip to the top, now the left side panel is hanging on for dear life on the left.

I think you just undocked the workspace. If you drag from the header area you should be able to move it around the screen freely or reattach it to one of the edges.

DOH! I see now.
Another thing is if you ever “lose” a panel by the viewport becoming smaller, when you refresh it will reposition them all in the viewport as close to their previous position while still being accessible.
