In a site I upgraded I lost a lot of custom CSS.
I had adjusted WooCommerce layouts with custom CSS in the layout.
Everywhere I used a greater than sign the > was replaced with >
which broke all my layouts.

I’m guessing you meant to say >
? As in it converted to an html entity?
This was custom CSS right, not element CSS? I can run through some tests.
Yes. It was custom CSS that was converted to a html entity. I think it was in the layout CSS. I’ll try to double check it later but have a very busy day today.
To confirm this happened in the Layout Builder in the CSS editor for Woocommerce Single CSS. (Just in case that helps further).
