Organize site pages into categories - best approach

I need to group pages into categories with specific headings, footers and styles with access only for certain users. These users also need to be able to manipulate font color and face. Also these users would be able to modify colors used in the site and swap out photos, etc (obviously).

What tips can you give me on how to best solve these problems? Thanks in advance to any/all feedback and suggestions.

Edit: I just found this page and will be using these suggestions to meet requirements.
