There is no such option for changing the Font size of Menu and Menu Items, but you can change the Font size of the Menu and the Menu Items through the custom CSS. But you can

Alternatively, you can use Header & Footer builder to create customize headers, where you can add any navigation elements and modify the fonts size and other font related styles as you can do in the content builder.
But that is exclusively available with the Pro, not the X, which you are using. In this regards to get customizable headers, I would suggest you upgrade to the Pro theme, please go through the process here: https://theme.co/docs/converting-from-x-to-pro
