I’m having trouble uploading media – the file in question is a PDF sized at 1.2 MB and I’m receiving this error when trying to upload the document:

It seems that there might be an issue of plugin conflict file permission issue of uploads directory. I would suggest you check for the permission of wp-content/uploads directory.
I would also suggest you troubleshoot with a few of the common issues before we investigate your settings.

- Increasing Php Memory Limit

- WordPress Login URL
- Admin level username and password
