Thanks for posting in!
1.) You can insert {{dc:archive:url}} in the Link option of the “Format Item” (Column) element.
The problem is that it will just give you a broken link because it seems that the Formats taxonomy cannot be edited nor have its own archive page.
You can compare it to “Tags” or “Collections” and see how those taxonomies were created.
2.) Though you have created the “Blog” (archive) layout, it is not assign to any page yet.
You will have to assign this layout as your blog index using the “Blog is being viewed” condition.
