Hi Kate,
You can achieve that partly by using the Tabs and adding the HTML image tag to the Tab as shown in the given screenshot.
But the Navigation shown in the example image is required complex customization. I would suggest you hire a developer who can assist you to do the customization or you can avail of our service called Elite service, where we offer complex customization.

You can create the Global Blocks with a similar structure and can use the Global Blocks as a shortcode into the tab Content. I would suggest you go through the following documentation which may help you.
