How to do two differents Apps for by a Server services?

Hi Everyone,
I am sorry if I am asking some out of topic , but like you know about Web design by Server maybe you can advice me…
Well, I need to do two things :

1- To create a Data Portal app and it can open throught a PC, and the Doctors enter in it by username and password.

This one will be used by doctors remotely to get data analytics in real-time that will help to them and see the progress of the patients in the game after each session.

2- To create an External Control app and it can open through a Tablet or Smartphone, and enter in it by username and password too.

It will serve for monitoring the performance and progress of your patients and make necessary adjustments using mobile devices, including remote monitoring and to see in realtime whay the patient is seein in the VR game.

Hopefully you can understand me and apologize if I asked some our your knowdledge…
