How to create image with overlay

I am trying to create a section like the one on https://prestonwood.org/
If you scroll down, you’ll see the “Kidz, Students, Adults” section. This is what I’ve been trying to create.

I’ve seen things in Design Cloud like it, but wondering if you can give me tips on building myself?

I’m trying to create the overlay that swipes up exactly like those. I’m just not seeing a way to do that
