How Do I assign the custom header as the default to the entire website?

Thanks for writing to us.

In order to assign the custom header as an entire website I would suggest you go to the Header —>Settings —> Assignment

Customheader-Header-Cornerstone (1)
In case you have not seen the condition and assignment doc please have a look at it.
