Help with revolution slider animation as shown in example

Hi. I am volunteering for a local nonprofit and building them a simple website using wordpress. Although tech savvy I am NOT a web designer and need some help with configuring revolution slider. It will save me a lot of time as I can work on other things.

I really like the image effect that happens when you move the mouse on the slider. How can I achieve this. Can anyone guide me. Thanks. We only need a single static image and not a full slider as in the demo above. Also Is it possible to achieve this without the revolution plugin? I was playing around with upper and lower layers in section settings and it looks like it might be possible. As the hosting will be done on the cheapest vps plan I was thinking of reducing the number of plugins. Thanks.
