For some reason, I am unable to find the location in the builder where I can manage the padding and/or margin of the section and row.
Specifically, the highest element it seems is the: Page Layout Container > Section > Row > Column …
Where do I manage the page layout container padding? I would like to adjust that white space.

Thanks for writing in! The padding you are referring to is coming from the page template. You will need to change your page template to “Blank - No Container | Header, Footer”.
