Corrupted footer template will not disappear

I have a footer that is assigned to “entire site” but a previous version that has been deleted is still forcing itself to being displayed but only on the woocommerce category archive page.

The footer was deleted so wouldn’t show in the Footer documents tab, but on the category archive builder you could click on it and it would take you through to edit the footer. I looked in the database and it said that the footer was in trash, but it can’t have been as it was still being applied to a single template assignment.

I made a minor change to the footer and saved it which allowed it to be saved therefore “resurrecting” it so it now shows back in the deocument tab. But no matter what I have tried I cannot get it to change on the category template. If I duplicate the active category template it shows the correct footer on the builder, but as soon as you look on the front end it will only display the wrong one.

I then assigned the ressurected footer to only show for the 404 page, with a -100 priority, set the proper one to “enitre site” with a 100 priority, and then tried setting up an essentially blank footer with a 999 priority, nothing seems to make any difference.
