Clicking/advancing through sections

I was wondering if there is a native way to have a single button (like a down arrow) advance through sections, almost like a slide. But I’d really prefer the page to be built out instead of using something like revslider. Kind of like this functionality though: https://www.sliderrevolution.com/templates/mini-website/

If it needs code, what would need to be applied and where?

Would it be possible to have a floating menu that used an icon (like up or down arrow) that toggled next or previous section, scrolling to anchor tag (#section1, etc.)?
