I’ve been seeing that on Chrome for a while now in general using a trackpad. It snaps back to the top though if you release it. Seems to happen on most sites for me that don’t have fixed position elements. Happens in the WP dashboard as well. Is this what you’re seeing? Or does it just stay scrolled up like that?

I’m not using a trackpad, using a logitexh MX3 Master mouse, but I can confirm I do get the same problem in the WP dashboard, so not Pro related. really annoying though 
Guess I’ll be going back to firefox then.
