Can't seem to unlock license?

I have a client who no longer will be working with X theme. I would like to unlock the license code and use on another site but I am having issues.

The license is:
xxx — removed by X staff — xxx

EDIT: I used a fresh license key as well and I get the same error. One of them has never been used, and the other I changed the URL of the site on the My Licenses page…

I have checked the license code. Please see the secure note for more details.

You will need to assigned the license code to the domain URL that are validating the X theme. ​To validate X properly, please do the following:
1] Please login to your account and assign the license (https://theme.co/apex/licenses). You need to assign the license to your site using this url: https://www.example.com/. You have to make sure that url you just assign is the same as the one you have in your settings, Settings > General > Site Address
2] Go back to X > Validation, and insert the license code.
