Can't install add-ons - "User Account Does Not Have Permission to Install Plugins"

Hi - I’m working on a website we moved from a development domain to a live site. Running Pro 4.1.5.

I cannot install add ons because it says “Your user account does not have permission to install plugins”

I’ve tried created a new user account, also with admin privileges, but that didn’t work.

What else can I do?

The theme cannot be downloaded

Solved. I updated the wp-config file to allow file mods.
