Beta 5 - Some Permissions in Settings do not have any effect

Some of the permissions in the settings seem to have no effect. I came across the design and customise, inline editing ones that seem to not have any effect, however there might be others

I’ve disabled Editors being able to change design settings and the design settings are still showing when logged in as an editor

Thanks for the heads up here! This was a pretty big rewrite so we might have lost some of those. I’ll double check them and followup here.
