Basically, when the Element Picker box is hovering over the outline area, clicking in the hovering box selects the elements in the layout below. It’s as if the hovering box is transparent to clicks (though it picks up the clicks itself too, so a kind of double action occurs where the Element might be selected in the hovering box, and the layer / element in the Outline also gets selected.
A bit odd! Hope that makes sense. Happy to elaborate if it doesn’t, or get a video clip of what’s happening

Quick update on this. I’ve looked into it, and regretfully it is fairly complicated to approach… The original version of that panel was never intended to have things float over it, which is now possible. There are also some other issues we’re seeing with that panel and how it relates to moving elements around. Instead of fixing this one-off issue, I’m putting some notes together on some bigger rewrites to that tree/outline view component. It might not be part of this update, but we’ll definitely get everything worked out.
