Is it possible for the header on this page to have the active link centered on mobile?

Unfortunately, it is not possible. But one thing that you can do which I am not sure how easy or feasible it will be.
You can add another menu and set the links order in a way that will be suitable for the mobile. Then you need to use the Hide During Breakpoint feature in the Navigation Inline element to show one for desktop, and add another navigation inline and assign to the new menu and show on mobile.
But I do suggest that you consider using the Navigation Collapse/DropDown or Modal for the mobile devices.
