It’s empty span tags.
Why add empty tags with no content within it? The code could be cleaned and right now output empty tags for no reason see my example above. U haven’t removed anything.

Thank you for the clarification. That empty span tag is used for styling purpose which is important to have the intended functionality.
However you can turn this feature Off by inspecting your menu in Header Builder and navigate to Sub Links > Primary Particle Setup:
