Whenever I create a hyperlink within a text element and click on the gear icon “link options” I get two black boxes that appear to have incorrect styling/formatting (see below):

The black bits are because you are using Dark Mode, the layout issues are due to some CSS in the builder.
The layout issue is the same whether in Normal Mode or Dark Mode.
