Adding a padding top and bottom shouldn’t affect your image width.
Can you provide us a screenshot on how you would like your image and text to look like.

Sorry, but the screenshot did not explain much, and do not use CSS code as a dummy text it is confusing us.
Now to make that text vertically center on the Content band, set the Content band padding (top, bottom, left, right) to 0. Make sure that content band has an equal margin-top and margin-bottom or better set the margins to 0 as well.
Then update your headline code to this:
<h2 style="text-align: center;" class="man pvl"><span style="color: #ffffff;">HEADLINE</span></h2>Hope it helps, Cheers!
