You’re using a Headline element so the instruction in my previous reply applies.
It’s still good that you gave us access though because it enabled me to see that your setup is incorrect and that is you wrapped your text with another heading tag. Remove the h3 heading tag and replace it with an anchor tag like my previous screenshots. If you want to learn more about the Anchor Tag, please see https://www.w3schools.com/tags/tag_a.asp
You also shouldn’t be wrapping your text with a heading tag or any block level tags because it’s already wrapped by a tag that is set in the Headline options.
Now when that is fixed, a new problem have emerged when i am looking how my page looks, these columns are not there in the editor only when you click on :
I have checked the page builder area for the homepage through Pro > Edit Page and from the admin area and I am seeing the columns with the buttons you have just added:

You have added these links in the menus so you will have to remove them from there:
You will have to assign an ID to the section where you want the link to go.
For example you want to link to the the Web Development page’s Custom Website Development From Scratch.
Edit the section setting of the Custom Website Development From Scratch then assign an ID to it:
Assuming that the ID you assigned to the section is web-dev-from-scratch, go to the menu settings and add a new menu as a Custom Link then set the URL as https://www.hilmerdigital.com/web-development-info/#web-dev-from-scratch.
The first part of the URL is the link to the actual page where the section you want to link to is: https://www.hilmerdigital.com/web-development-info/ then append the ID of the section prepended by #.
Just to be clear, that also helps the link to go directly to the topic in question, lets say that i click on Custom Website Development From Scratch , and then after i have clicked i come to the site like this;
In the ID field you need to enter a name and that will be considered as the ID of section. To learn more about ID, please take a look at following resource.

Regarding the ID:
Please make sure that the ID be all lowercase and there should be no spaces. So the ID for your case should be customwebdesign which you should add into the ID option of the Section as my colleague described.
Whenever you want to link to that section with the ID, you need to add something like this for the link:
#customwebdesign
The # tells the browser to go to the section with the customwebdesign ID.
As you seem to be getting started with such stuff I strongly suggest that you first study up our theme documentation here.
I have read: Adding Classes and IDs to v2 Elements, Setup - How To Locate Category IDs, and I still dont get it right, i tried to add #Customwebdesign#CustomWebsiteDevelopment #WebsiteDesign+SEOBundle in the ID box and it didnt work.
So, the first thing you need to do is to assign an ID to that area of the page
This is necessary because the ID will serve as the identifier of that area/section which we will use later to tell the browser to go to that specific section through the ID we assign to it.
ID should be unique on a page and there should be no other areas/element/content on the page with the same ID.
For this example, I set the ID web-design-seo-bundle to the Website Design + SEO Bundle section. Here’s how I did it on your page:

Next step is to specify the ID of that section in the menu item link
You will have to do this in the Menu settings of your site:
Since we are trying to link to the Website Design + SEO Bundle section of the web development page, we will have to edit the menu settings of your Web Development menu since the Website Design + SEO Bundle menu item is there.
You currently have: https://www.hilmerdigital.com/web-development-info/ set to the URL of Website Design + SEO Bundle. What this will do is it will merely link to the web development page itself and land on the top of the page since we did not specify which part of the page it should link to.
This is where we will have to make use of the unique ID we have assigned to the Website Design + SEO Bundle section of the web development page.
We will have to assign: https://www.hilmerdigital.com/web-development-info#web-design-seo-bundle to the URL of Website Design + SEO Bundle menu item.
Let us dissect the URL segment to further understand it:
1. The URL of the actual page 2. The ID of the section
Basically, the first part of the URL is the action page URL then the second part is the ID of the section prepended by # to signify that we are linking to an ID to is assigned to a page element.
