I have a button that will appear on a fixed part of the screen and for some reason, other content layers over it, even though I have set the z-index to 99 (and set the other elements z-index to 1). any help would be much appreciated. thanks.

Thanks for writing in! Your Tech slideshow is generating the animation and it imposes that the image inside the slideshow will always be on top on any other layers on the page. It this a shortcode from a plugin? I would recommend that you seek help from the creators of the plugin or the slideshow and ask them how to change the z-index of the slide element as they are more familiar with their code.
