I have a special header that I’m using for the blog page on a website and for some reason even though it is assigned in the header menu as being for the blog page it will not show up on the live website.

The correct assignment for the blog page is Posts Page.
It correctly displays the correct header now.
While I was troubleshooting, I also did see invalid HTML markup in your Text elements. Please correct them also to prevent display issues.
A tool like https://htmlhint.io/ will help you validate your HTML.
