X 6.1.6 edit padding on section top and bottom

The latest release I updated to 6.1.6 seems to change how the padding is added or subtracted from sections. I typically remove the padding from the top of the top section and now I do not see where that can be done anymore.

From X > Settings > Permissions > User Preference > Advance Mode select Always On.
