Wrong link in topbat

Hi,
I am trying to add link in top bar.

i put that code:
href=“goo.gl/mZzXEZ”

But when i press on the link it take me to:
https://paywatch.co.il/x/goo.gl/mZzXEZ

Please place the complete link in the href attribute like https://goo.gl/mZzXEZ
