After downgrading to the specified versions of WPML, the WPML translation editor form saves successfully.
But unfortunately on the front end when the page is visited and switched to EN, only title is shown translated.
The content is not translated.

I checked the case and could not find why this is happening on that specific page case. I suggest that you install the duplicate post plugin, and duplicate the page in question. Then, I suggest that you enter the page builder and use the Flag Icons at the lower right section of the builder to add the translation page.
The method above will avoid using the WPML string translation feature, and it gives you the ability to copy all the items of the original language, and you can go over each element and do the changes as you will have the Page Builder available in English too.
