Will the X theme be updated anytime soon to include version 6.9.0 of WPBakery Page Builder?
If not, can I get access to a download of the plug-in as we are using it in the X theme?

Based on my version compatibility, the latest version of WPBakery in our bundled plugins is 6.9.0.

I’ve also confirmed this on my development website.
