Can I buy a plugin or something that allows me to edit the woocomerce parts of my site without interfering with xpro as the parent theme?
if not how do I apply the templates like minimal cart drop down

Even by default when using TwentyNineteen and WooCommerce, you cannot edit woocommerce parts without doing any customization. The WP editor can only edit the page contents or product descriptions. There is no ability to edit other parts of the WooCommerce page. You can check out this WooCommerce documentation here:

The templates in your screenshots are the preset templates which can be applied to Cart modal and Cart Dropdown element in the header builder or in the content in Pro editor or Cornerstone.
