Woocommerce order only with an account not working

Hi,
I´m trying to force my customers to create an account before placing an order in WooCommerce.
“Allow customers to place orders without an account” is UNchecked.
All other “Account creation”-options are checked.

WooCommerce is showing the option to login to an existing account during checkout, but I´m still able to finish the checkout without creating an account. Account creation is working though and I checked that I´m not logged in and deleted browser cache and all cookies. Tested with FF 66.03 and Chrome 74.0.3729.108.
